Provisioning of sophisticated electronic government (e-Government) applications poses several challenges to public authorities; identification and authentication of citizens is one of them. To address this challenge, governments around the world are developing their identity management systems (IDMS) keeping in view their existing ICT infrastructure, social sensitivities, and political and legal dimensions. The issue of identification is not new, yet it has got a new dimension in the context of online services. We have reviewed some of the existing identity management systems in the developed countries and aim to develop a smartcard based identity management system (IDMS) which can be used for E-Govenment applications in Pakistan. Our IDMS will cater the security and privacy issues and could be used in the wide range of e-Commerce and e-Government applications.
